The 1.5 grades are :

F, F L package and F EX Package...

The F and F L package has been around for ever (almost since the beginning) The F EX package I believe was introduced around 2012. These grades sometimes were complimented with some special/limited specification models that were released now and then.Some of these limited models were Manufacturer packages and some were dealer packages (like the G Superior dealership package offered by Japanese Toyota dealers for the F EX Package...sadly 99% of the ones in Sl are fake and not done by the Toyota dealer).

You will notice that the difference between grades has trimmed down a lot. There are two reasons for this One reason is because the model is getting phased out and Toyota does not want to manufacturer a lot of different accessory/feature parts for the model. Secondly it is because Japanese transport regulations dictate that safety features become standard on all vehicles. Pretty soon the Premio will stop sales in Japan and what you will be able to buy are existing stock that vehicle exporters would have horded up.

Go through the following links and tables and that should give you an idea. Mechanically they are all the same and the difference is basically in accessories/features that is offered as standard and the person buying the car in Japan ordered it with.
