Unlicensed driver driving with a licensed driver

Question

I have obtained my learners' permit as well as the necessary insuarance required to cover when the I drive. As i have heard that a learner driver can drive with a licensed driver with a valid learner driver insuarance coverage while displaying the L boards. But after encounting with an accident the policeman said that i could not claim for compensation from the other party  while i have a fault which was the person who sits to me did not hold a license which Learning schools also have. But he did have a valid driving license. Please rectify the issue whether it is required to obtain a special permission for the person who trains me or would having a valid driving license suffice?
