As a Sri Lankan passport holder are you allowed to bring in (hand carry) either a hiFi set or a TV via the BIA without any duty being levied or do we have to declare it and go via the red channel?

Depends on the allowance you have (amount of time spent out of the country and how  much of the allowance you have already used),the value of the item and the value of the item.  Even if you try to walk out through the nothing to declare lane they will stop and talk to you. Most of the time they will let you through as long as they perceive the item to be within reason and the limits allowed (eg. TV up to 55").

It depends on the number of days you stayed outside the SL. Its already there in the web site of customs.

Your duty free allowance matters only when you are planning to buy good from Duty free shops at BIA. From my experience I am not encouraging anyone to buy crappy electronics from third class sellers in the BIA duty free shops (other than from agents of top brands).  Again there is a very limited number of choice in models and even they are not updated.

If you run out of duty free allowance, talk to customs officers. They can help you if you have a genuine reason.

Usually they don't check you unless you are carrying something very heavy and oversized. Obviously you can't carry tvs, fridges with you in the plane.  Some people do.  But its better to get a one with  a local warranty.

There are goods custom is specifically after, like gold, jewelry, cigarettes, liquor, etc.
