Yes you can use. But 175x70% r13 height is bit smaller than 165x80% r13 tire. It might make your vehicle look bit ugly as you get more space between the tire and fender well (Or what ever that is called). Plus having a smaller tire you will be going a fraction slower than what your meter is showing.

Not sure bro what all comes with that size, but KE72 also comes in 80 ratio. 155/80 R13. I guess there should be many come in 80 ratio with steel rims. I think our old VW bug also have 80 ratio ( 165/80R15).

Maybe 13 inch car wheels were fixed with 80 ratio tyres and if I'm not wrong old car tyres were made out of different material. By the way DX KE72 is a regarded as a van, there is another grade which is considered as a car
