Learner Insurance for own car

The other day I was driving with a L board and a person with a driver's license next to me and I have the learner's permit but the cops pulled me over and said that I need to have an unlicensed learner Insurance ( in addition to the vehicle  insurance) and that insurance needs to be only until you get the license. 

So I tried contacting some insurance guys and they said they only provide that for learner's institutes. I'm a bit confused about the situation. Can someone shed some light on this... Does it mean that you can't learn privately and only through learners ?? Or if any one knows if I can get it through an insurance company. Would really appreciate if someone could give a contact as well... Thanks in advance
