New registration province selection issues due to NIC address and Residence details deference

Hi,

I am about to register my brand new vehicle. I am living in Colombo but my NIC residence address is at Badulla. I prefer to get a WP number as its going to be used in Colombo only. I went to see the GS to obtain a residence certificate as advised by the seller but I was refused as I am not registered in their poling division. My question is do I need to have the same address as in my NIC on the registration form. Or is there a way to obtain a residence certificate without changing the poling division.

Your first problem is if you are residing in Colombo (even in a rented house), you should register yourself as a voter in Colombo. Not in Badulla. For that matter, even your NIC should have the address of the place where you live. That's the law.

So the GS is right in not giving you a residence certificate.

You cannot legally claim residence without registering yourself as a voter in that particular residence.

Nope. You have the be registered under the polling division. I too had to get a GS certificate confirming the same after recently buying an unregistered vehicle as my ID card address and residential address was different. But I was registered in my new address under the polling division so no issue.

Me thinks the government is trying it's best to clamp down on tax evasion.
