The agent comes to mind first , and a specialist joint for the VW group is also there in Boralasgamuwa.

Check the for a space saver wheel according to the boot well height and buy a second hand one from a shop in delkanda area.

It will be not straight forward delkanda will mostly have Japs.

You will need to match the diameter of the wheel, diameter of the center hole, off set and PCD Jap wheels may not fit

I have a similar issue with my car spare will cost in excess of Rs.50k even used not worth

I keep a tire repair kit which are freely available cost like Rs.1,000/- same you get in the tire shops and do a DIY as most of the time it will be a nail. Some times you don't even have to remove the tire.

Hope your car came with the Jack and the wheel bracer, mine didn't only the liquid and the pump.

Obviously the owner has to check the measurements as i said and look for. I remember there was a shop which sells these tires on that stretch cant remember the exact place.

i wouldn't go out of colombo with just a repair kit :)
