Uhh..there is nothing to clarify....if it is a complete car then the regulations and the process is the same as any other car. Only thing is if it is being brought down as a functioning car the certification/valuation/assessment must indicate that it is a properly functioning car. If it says its not..then the car needs to be brought down as parts (i.e. minus the frame...unless you get some special permit)
