Yes. Among many other possible causes. One of the inputs to the ECU to determine the proper air to fuel mixture is the ECT (Engine Coolant Temperature) sensor reading. Bad sensor means inaccurate values. This means the proper air to fuel mixture doesn't reach the cylinders. The car might not start due to this. 

Get the ECT sensor tested.

The starter motor is not affected, so it will crank the engine as normal.
