2017 Budget - How it effects SL Motor Vehicles & Related Industries

Hi guys, I'm creating a dedicated thread to discuss vehicle prices for 2017. 

To start with here's the Live Feed - 2017 Budget-  1st Time Reading. Feel free to update relevant info related to vehicles prices only and no other topics  :)

### Summary of today's budget (10/11/2016) related to vehicles ###

1) Tax deduction for electric vehicles
2) Tax incentive for exporting old vehicles

Not related to vehicle prices, but I found these interesting

  • Govt will encourage the use of electric cars for passenger transportation as an alternative to the less safe three-wheelers. Rs 200 million allocated for a pilot project to be launched for this purpose with loan facilities
  • Mechanism to be introduced to regulate three-wheelers and school vans

  • රථ වාහන සඳහා මෙතෙක් ක්‍රියාත්මක කළ අවම දඩය රුපියල් 2500 දක්වා වැඩි කර ඇත.
  • එමෙන්ම රථ වාහන සඳහා නව කාබන් බද්දක්ද පැනවීමට කටයුතු යොදා ඇත.

ABS and Air Bags will be compulsory. this will effect majority of substandard Indian bullock carts imported to sri lanka.

There might be a price increase in small car segment because cheapest brand new ABS and Air Bag equipped car will cost more than 3.0M

Kia picanto is 2.5m

Cool time to get a Tesla Model3 or a Nissan Leaf

+ Having said that, the govt should make generating electricity a priority as the electric cars have to be charged,..:mellow:

This price will come down cos they will not be able to sell vehicles without them, will not be able to charge premium prices for safety features making them optional

Basically no dramatic changes.

All car below 1000cc non hybrid will go up by 200,000 to 250,000

Hybrid above 1800 to 2000 go up by

900k to 1mn

 

Electric cars have been reduced.

 

They have observed the import pattern after the last budget and increased on the category which has imported the most!

All these shows Sri Lanka has no Vehicle Policy as a country.

Recent budgets show the Government aiming particular brands of vehicles time to time, no clear cut rules on vehicles.

A country must have one policy on that at least  for several years.

When present bribery rate for Policemen is high government is trying to increase it further and reduce the Government income by introducing high fines for road offenses. This is correct, if on the road Sri Lankan Policemen are discerning , well educated and correct decisions makers.

As a whole R K**** is in blind state, and budget is no good.

Wasn't there something about cars being imported MUST have airbags, ABS and three point seat belts ?

If true then that is one good thing...hope they actually enforce it...atleast until our loving population starts protesting stating their human rights have been violated because the crappy, cheap Indian cars cannot e imported anymore.

How can the government target particular brands? :o The duty structure is based on the engine capacity, and whether the vehicle is carbon fuel driven, hybrid or electric. There's room for improvement but for me it sounds like a uniform policy.

As per the budget speech, the emission test cost would be replaced by this carbon tax.
I.e. you get the emission test done for free, pay for the test + the carbon tax to the local authority when you get the revenue license. Govt pays the emission testers.

No idea about the % of this tax and it only applies to carbon fuel driven vehicles (those that require the current emission test).
