Got the below attachment by email. Inquired from few who know the trade in Japan. Mainly Sri Lanka and African countries are targeted by these Magodiyas, it seems. So Some times it may become re-export Magadiya. Bear with me, No time to translate,

කියන නමින් පලකලා. ගොඩක් අයට අකුරු පේන් නැහැ කිවුව නිසා ආයේ පලකරනවා ...

මම ගොඩක් උත්සහයෙන් ජීවිතය ජයගත් කෙනෙක්, පොඩි කාලේ ඉදන්ම හරිම ආසාවෙන් හිටියා ජපානයට එන්න. ඒ හීනය කවදාවත් හැබෑ වෙයි කියලා බලාපොරොත්තුවක් තිබුණේ නැහැ. ලංකාවේ රස්සාවල් ගොඩක් කරලා, අවුරුදු ගණන් දුක් විදලා සල්ලි ටිකක් හම්බකරගෙනයි ජපානයට පය ගැහුවේ.

මේ ලිපිය කියවන ඔයාලට මාව හදුන්වා දෙන්නමි. මම එලකිරියට අලූත් සාමාජිකයෙක්. අලූත් කිව්වට පහුගිය අවුරුදු කීපයේම එකවුන්ට් එකක් නැතුව එලකිරියට ඇවිල්ලා ඔයාලා දාන පෝස්ට් කියවලා තියනවා, ඒක නිසා අලූත් කියන්නත් බැහැ. මම කවදාවත් එකවුන්ට් එකක් හදන්න හිතුවේ නැහැ. ඒකට හේතුව තමයි මම ජීවිතයේ සාර්ථකත්වයක් ලබන්නේ නැතුව, එක එක්කනාට උපදෙස් දෙන්නවත්, එලකිරියේ පෝස්ට් බල බල කාලෙ කන්නවත්, කාත් එක්කවත් වාද කරන්නවත් කැමති නොවීම මම හිතුවේ ජීවිතයේ යම් දියුණුවක් ලබාගෙනම මම අනිත් අයට යම් දෙයක් කියලා දෙනවා කියන කාරණය ඉතින් ඔයාලා මගේ ලිපි කියවලා ගතයුතු දෙයක් තියනවානම් අරගන්න.

රස්සාවක් හොයාගෙන ජපානයට ඇවිල්ලා මාසයක් විතර ගෙවුනා රස්සාවක් ලැඛෙන්න ඉන් පස්සේ විටින් විට ලැඛෙන ඉඩකඩේ දී මේ "ජපානයේ සිට ලියමි" ලිපි පෙල ලියලා ඉදිරිපත් කරන්නයි එලකිරි එකවුන්ට් එකක අවශ්‍යතාවය මතුවුනේ. ඉතින් ලංකාවේ ඉදන් ජපානයට ආපු මිනිස්සු කරන හොර වැඩ, මගඩි ඔබට ජපානයෙන් උගත හැකි දෑ මේ හැම දේම අද සිට ඉදිරියට "ජපානයේ සිට ලියමි" තුලින් බලාපොරොත්තු වෙන්න පුලූවන්.

අද ඔබට කියාදෙන්න යන්නේ ජපානයෙන් ලංකාවට ගෙනයන වාහන වල ඇත්ත කතාව. ඇත්තටම මේකට මගපෑදුනු විදියත් කියලම පටන් ගන්නමි.

මම ලංකාවේදී ගොඩක් රස්සාවල් කලා. කරලා ලක්ෂ දහයක් පහළොවක් එකතුකරගත්තා. ඉතින් අනිත් හැමෝටම වගේ වාහනයක් ගන්න හීනය මටත් තිබුණා. මමත් යාලූවෙක් හොයාගෙන වාහන ගන්නා ඇවිද්දා. එහෙම ඇවිදිද්දී මට තේරුණා, ලක්ෂ පහලොවකින් මට වාහනයක් කියන්න වාහනයක්නම් ලංකාවේදී ගන්න ලැඛෙන්නැති බව. ඔය අතරේ තමා ඔය මුදලින්වියදම් කරලා ජපානයට එන්න පොටක් පාදාගත්තේ, ඉතින් මෙහේ ආවයින් පස්සේ ඔය යටපත්වෙලා තිබුණු වාහන ආසාව ආයෙත් මතුවුණා. ඉතින් නිවාඩු පාඩු වෙලාවට කලේ යාළුවෙක් අල්ලගෙන වාහන බලන්න පාර තොටේ ඇවිදපු එක. මට ලක්ෂ දහයකින් ජපානෙන් ගන්න පුළුවන් වාහන දැකලා මවිතයට පත්වුණා. මම ඉස්සර ලංකාවේ ඉද්දී හිතාගෙන හිටියේ ලංකාවේ බදු නිසා වාහන මිල වැඩියි කියලා. නමුත් ඒක නොවන වෙත් කතාවකුත් මෙතන තියනවා කියලා ජපානයේ කරක් ගහද්දී අවබෝධ වුණා. හරියටම දැනගන්නකම් ලිපිය ලියුවේ නැහැ. දැන් ඇවිල්ලා කාලයක් නිසා ගොඩක් විස්තර දන්නවා. ඔයාලා ඔක්කොගෙම දැනගැනීමට ඉදිරිපත් කරන්නමි.

ඔයාලා දකිනවා නේද ලංකාවේ වාහන සේල් වල අලූත් වාහන ගොඩගහලා තියනවා. ඔයාලා හිතන්නේ ඒවා අලූත් වාහන කියලද, මමත් ලංකාවේ ඉද්දී ඔහොමයි හිතාන හිටියේ නමුත් ඕවගේ ඇත්ත කතාව හරිම කටුකයි. ලංකාවට ගෙන්නන ලියාපදිංචි නොකල සේල්වල විකුණන වාහන, පුද්ගලික ආනයන කරුවන් ඔබට ගෙන්වා දෙන වාහන, ප්‍රසිද්ධ ඔක්ෂන් (Auction) වලින් ගෙන්වාදෙන වාහන කොටින්ම ඔබම ප්‍රසිද්ධ Auction එකකින් පුද්ගලිකව ආනයනය කරගත්තත් ඔබ බලාපොරොත්තු වෙන වාහනේ නම් ඔබට ලැඛෙන් නැහැ. මම එකින් එක කියාදෙන්නම්.

ඉතින් මූලිකවම සිද්ධ වෙනදේ ඔබ තේරුම් ගන්න ඇති කියලා හිතනවා. මේ වංචාවෙන් බේරෙන්න නම් කල හැකි දේ තමයි අපට වාහන ගෙන්වාදෙන නියෝජිතයාට කිව යුතුයි අදාල සමාගමෙන් මිලදීගෙන ජපානයේ ලියාපදිංචි කොට දින කිහිපයකින් ලංකාවට එවන ලෙස. එවිට ඔබට පුලූවන් අදාල සමාගම අමතා අදාල වාහනය (මිලදීගත් දිනය, විස්තර) ලබා ගන්න. මේ ක්‍රම ටිකක් අමාරුයි. මොකද ඔවුන් සමාගමෙන් ගත්තත් කෑලි ගලවලා, බාල ඒවා හයිකරලයි එවන්නේ, මොකද කාලයක් තිස්සේ මිනිස්සු මේ හොර වංචාවට අහුවෙලා තිඛෙන නිසා. මේ ක්‍රම අලූතෙන්ම හදන්න වෙනවා. මම වගකීමෙන් කියනවා ඔබට ඔය අන්තර්ජාලයේ වාහන Auction වල තිඛෙන වාහන Brandnew කිව්වත්, කවදාවත් විස්වාස කරන්නනම් එපා. ඔබට කවදාවත් Auction එකකින් Brandnew වාහනයක් ලැඛෙන්නේ නෑ. අනිවාර්යෙන්ම මගඩියක්මයි ලැඛෙන්නේ ඔය Auction Grade,auction sheet තනිකර බොරු විතරමයි. ඔබ Auction එකෙන් ගන්න වාහනේ ඇත්තම Grade එකයි මම මේ ලිපිය පුරා විස්තර කලේ, ඔබට මෙය පැහැදිලි කරගන්න අවශ්‍යනම් ගෙන්වා දෙන අයගෙන් ඉල්ලා සිටින්න, Auction දැමීමට පෙර වාහනයේ විස්තර ලබාදෙන ලෙස. ඒක අදාල සමාගමෙන් මිලදීගත් විමසිය හැකි ලිපිලේඛන, අන්න ඒවා ආනයනකරුවන්ගෙන් ඉල්ලනවාට වඩා හොදයි ඉබ්ඛෙක්ගෙන් පිහාටු ඉල්ලීම.

ඉතින් මීට වඩා පැහැදිලි කරන්න විවේකයක් නැහැ. ඔබ දැනටමත් සේල් එකකින් වාහනයක් අරගෙන ඇති පුද්ගලික ආනයනකරුවකුගේ බොරු Auction grade කතාවලට රැවටිලා ඇත. නැත්නම් ඔබම අන්තර්ජාලයේ Auction වෙබ් අඩවිවල හොද වාහන හොයනවා ඇති. ඉතින් මේ හැමෝගෙම දැනගැනීමටයි මේ කරුණු කිව්වේ. අනිත් අයත් මේ ගැටවලට අහුවෙන එක වලක්වන්න පුලූවන්නම් Facebook වගේ මාධ්‍යවල මෙය ප්‍රචාරය කරන්න. සමහරවිට කාලයක් යද්දී මේ වංචාකරුවන් ජයගන්න ලංකාවේ මිනිසුන්ට පුලූවන් වේවි. ලංකාවේ රැකියාවල් කරන, අපේම සහෝදර සහෝදරියන්ට වාහනයක් කියන දේ හැමදාම හීනයක් නොවන බව තේරුම්කරන්නට, ජපානයේ සිට ලියු පළමු ලිපිය නිමයි.

I was always wondering... see some cars are driven in japan for like 3,4 years and being imported to Sri Lanka...lets say a 98 model was brought here in 2001 and got it registered.. so for someone to buy it, it must be in really good condition isnt it even though it was used for 3 years in japan... back then was it the same?

May be the story is not 100% true, we do not know. But many now know all these Auctions are real Magodiayas. Actually how all these Magodiyas operate is poor industry standards in the country. At least we should look at India, Singapore, Malaysia and see how well they manage the industry. The auto industry is a major capital outflow for the economy, in terms of initial investment and subsequent cost of parts. We are a poor country and need to regulate this, if to plan for the future. Those in Sri Lanka will better know that, Week end news papers carry mega ads to say "BRAND NEW" cars, if the above story is true, the attorney general should initiate a legal case against those who mislead the general public. I think sometime back then minister tried to regulate the industry to some extend, but he was obstructed. Even if you go to other countries, it is more that only the agents will sell brand new cars.

First of all PreseaLover...well for the most part cars in Japan are taken care of quite well. They have to go through rigorous inspection for a road worthy certificate and has an annual inspection (although optional most people do it as it helps in lowering certain costs like breakdown recovery covers in insurance etc...). Again...for the MOST part. There are exceptions...quite often as well.

Not for the rest...This was posted on FB as well...and...well it is 80% BS and 20% actual fact and now it seems to have a bit ore than before....

For starters...as a Sri Lankan living in Sri Lanka (or any other country) you cannot buy a car from a manufacturer's dealership in Japan. Due to warranty obligations and the sales and registration procedure involved they CANNOT sell a car to a foreigner not living in Japan. So if you want to buy a car direct from a manufacturer's dealer then you need to buy it through a person/organization who/that is living/registered in Japan. For example they do not release the car to you until you get parking clearence etc from the city council and then you need to have an inkan (or a certification of your signature) to stamp the registration papers, etc...things you as a Sri Lankan not living in Japan will not have. Now there are people/businesses who recognize the need for brand new JDM cars outside of Japan so they buy these cars ahead of time, go through the de-registration process and put it up for auction (or directly sell it) so that anyone can buy it even for export. True story...when the GT86 was first launched in Japan you could buy one off the auction far sooner than getting one from Toyota. Car exporters/other-dealers placed early orders so they would get the car early.

Secondly, didn't bother reading this article but when it was posted on FB the author mentioned something about a 2015 Axio for 1.4 mil yen and people here paying 2.0 mil yen for it. The only Axio available for 1.5 mil yen is a gasoline and since most people import Hybrids due to the lower import duty bracket I don't see what his point is. Furthermore on this fact...this guy most probably went to the Toyota website as well and checked the price. 1.4 mil is the base price. Once you put in the standard accessories, registration fees and the sales tax on those the price goes up to about 1.7 mil yen. Now at an auction you probably will have to transport the car to your location from the auction and the auction might charge some admin fees which don't get applied when you pick up the car from the dealership. Then again depending on where you live you might have a delivery fee. But then nevertheless you still have deregistation fees, etc...in fact when the guy posted this on FB I said I will give him 14mil yen if he can buy me a brand new Axio. Still waiting for him to get back to me on that...(I am not holding my breath).

The author seems to be confused as to why these brand new cars in SL have a few kms on it and the documents say "used/reconditioned" that is because when the car gets released from the dealership it gets registered. Even for a day it gets registered and needs to get deregistered. Thus on paper it goes as a used car. That does not change even if you buy the car from an auction OR a manufacturer dealership.

Thirdly, no....Hybrid cars are not strictly taxis. In fact majority of the taxis are Toyota Comforts and Nissan Crews etc that run on LPG. Granted you do start seeing Hybrid models like the business model of the Prius being used in fleets as the old Comforts and Crews get phased out. Hybrids do get special incentives even in Japan. Road taxes are low. Then again the Japanese tax system has evolved that as long as any car can be classified as an Eco car you get those tax breaks. You see kei cars a LOT LOT more than you would see any other type of car.

The author also mentioned something about buying a brand new condemned car for 100,000yen (not sure if it still there). Well only car almost brand new that i have seen for 100,000yen so far was a Honda N WGN which had a roll over and the front was smashed and could not be repaired. You do get old cars that have been abandoned for ages for prices like 80,000yen etc but those cannot be imported to SL. I did see some of those in Tanzania though....

Now for the actual facts that are valid...yes there are plenty...plenty....even some Sri Lankans that I associate with (which I shamefully admit) who are unethical beyond belief when it comes to their car export business. They buy the crappiest cars they can, get it fixed outwardly (most of the time with cheap labor from places like SL) using parts from other cheap cars they buy and ship it off to SL and other "developing" countries.

You can request for service requests etc of a car before you bid on the car...but that is a bit tough. Mainly because most of the time the car that these guys will be bidding on will be at a different location than where they are at and they bid through the online app. If they do go to the auction then they can inspect the car prior to it getting put on the auction block where if available they can check things like service/inspection records. I have been getting dealers I know buy cars off the auction for me for ages and what I usually do is get them to bid on cars that are usually in their region where I know they actually go to the auction yard (or at the very least in places where they have scouts). This is not the most practical as it takes twice as long to find the car you want. But yeah..you should request for whatever you possibly can...even if you are not going to get it

It is not the auction that is a magadiya here. It is the car dealers operating here and there sahodara magadiyas in Japan. They even go to the extent of showing unreasonable (sometimes made up) savings on cars just because they are bought from auctions which 99% of the time are not true (the unfathomable savings are there because they are probably buying a low grade car and fixing it up). In fact if you take a brand new car it is pretty much/approximately going to be the same price as a brand new car at a dealership. Add and take a few fees here and there it might fluctuate a bit. Remember my story about the GT86 ? The GT86s at auction at that time sold for on avg 200,000yen more than what it was at the Toyota dealership.(ho do I know ? My wife got the brilliant idea of buying a GT86 for a few months when we were staying in Japan and selling it off when we left...no we didn't do it)

Now when it comes to used cars (near new cars) it might be a little bit cheaper to buy at auction than buying it at a reputable used car dealer's export stock because you won't be hit with dealers' over heads like storage and in-stock maintenance costs, etc...also depending on market factors the same type of car can, depending on your luck, go at a cheaper price at auction on a different day than the price of the dealer's stock. It might be even cheaper if you can get the same type of used car from a dealers trade-in lot prior to them getting sent off to auction but those are hard to come by (especially if you are not in Japan itself).

So...like the article insinuates...it is not the AUCTION system that is flawed here. It is the crooked car sales people who are at fault (so it is not the Auction that is a magadiya it is the local car sales people). To make it sad these idiots are are empowered because of naive ignorant car buyers who

- buy something believing anything that the car sales people feed them

- don't do enough research in to what they are buying or who they are buying from and just believe they know enough just after reading some bogus web pages/articles and not doing any fact checking (for example the article above...).

- would put aside all logic and sensibility as long as it is something cheap and would help impress (and brag to) their neighbors and/or follow the herd.

(remember the guy who insisted he wanted to buy a R grade Aqua because it was cheap and it was a Toyota and it was an Aqua)

So yeah....auctions are okay...just go to a reputable dealer and do your home work. No one is going to care about you, your well-being or your money as much as you would.

Coz there was this guy advertising parts for presea... I called him... He said he is selling presea parts for a lower price because he bought the car from an auction for a lower price... and he has sold all 4 doors for just 20k.... which auction might he be referring to? (japan?)

Got the below attachment by email. Inquired from few who know the trade in Japan. Mainly Sri Lanka and African countries are targeted by these Magodiyas, it seems. So Some times it may become re-export Magadiya. Bear with me, No time to translate,

මේ ලිපිය කියවන ඔයාලට මාව හදුන්වා දෙන්නමි. මම එලකිරියට අලූත් සාමාජිකයෙක්. අලූත් කිව්වට පහුගිය අවුරුදු කීපයේම එකවුන්ට් එකක් නැතුව එලකිරියට ඇවිල්ලා ඔයාලා දාන පෝස්ට් කියවලා තියනවා, ඒක නිසා අලූත් කියන්නත් බැහැ. මම කවදාවත් එකවුන්ට් එකක් හදන්න හිතුවේ නැහැ. ඒකට හේතුව තමයි මම ජීවිතයේ සාර්ථකත්වයක් ලබන්නේ නැතුව, එක එක්කනාට උපදෙස් දෙන්නවත්, එලකිරියේ පෝස්ට් බල බල කාලෙ කන්නවත්, කාත් එක්කවත් වාද කරන්නවත් කැමති නොවීම මම හිතුවේ ජීවිතයේ යම් දියුණුවක් ලබාගෙනම මම අනිත් අයට යම් දෙයක් කියලා දෙනවා කියන කාරණය ඉතින් ඔයාලා මගේ ලිපි කියවලා ගතයුතු දෙයක් තියනවානම් අරගන්න.

රස්සාවක් හොයාගෙන ජපානයට ඇවිල්ලා මාසයක් විතර ගෙවුනා රස්සාවක් ලැඛෙන්න ඉන් පස්සේ විටින් විට ලැඛෙන ඉඩකඩේ දී මේ "ජපානයේ සිට ලියමි" ලිපි පෙල ලියලා ඉදිරිපත් කරන්නයි එලකිරි එකවුන්ට් එකක අවශ්‍යතාවය මතුවුනේ. ඉතින් ලංකාවේ ඉදන් ජපානයට ආපු මිනිස්සු කරන හොර වැඩ, මගඩි ඔබට ජපානයෙන් උගත හැකි දෑ මේ හැම දේම අද සිට ඉදිරියට "ජපානයේ සිට ලියමි" තුලින් බලාපොරොත්තු වෙන්න පුලූවන්.

අද ඔබට කියාදෙන්න යන්නේ ජපානයෙන් ලංකාවට ගෙනයන වාහන වල ඇත්ත කතාව. ඇත්තටම මේකට මගපෑදුනු විදියත් කියලම පටන් ගන්නමි.

මම ලංකාවේදී ගොඩක් රස්සාවල් කලා. කරලා ලක්ෂ දහයක් පහළොවක් එකතුකරගත්තා. ඉතින් අනිත් හැමෝටම වගේ වාහනයක් ගන්න හීනය මටත් තිබුණා. මමත් යාලූවෙක් හොයාගෙන වාහන ගන්නා ඇවිද්දා. එහෙම ඇවිදිද්දී මට තේරුණා, ලක්ෂ පහලොවකින් මට වාහනයක් කියන්න වාහනයක්නම් ලංකාවේදී ගන්න ලැඛෙන්නැති බව. ඔය අතරේ තමා ඔය මුදලින්වියදම් කරලා ජපානයට එන්න පොටක් පාදාගත්තේ, ඉතින් මෙහේ ආවයින් පස්සේ ඔය යටපත්වෙලා තිබුණු වාහන ආසාව ආයෙත් මතුවුණා. ඉතින් නිවාඩු පාඩු වෙලාවට කලේ යාළුවෙක් අල්ලගෙන වාහන බලන්න පාර තොටේ ඇවිදපු එක. මට ලක්ෂ දහයකින් ජපානෙන් ගන්න පුළුවන් වාහන දැකලා මවිතයට පත්වුණා. මම ඉස්සර ලංකාවේ ඉද්දී හිතාගෙන හිටියේ ලංකාවේ බදු නිසා වාහන මිල වැඩියි කියලා. නමුත් ඒක නොවන වෙත් කතාවකුත් මෙතන තියනවා කියලා ජපානයේ කරක් ගහද්දී අවබෝධ වුණා. හරියටම දැනගන්නකම් ලිපිය ලියුවේ නැහැ. දැන් ඇවිල්ලා කාලයක් නිසා ගොඩක් විස්තර දන්නවා. ඔයාලා ඔක්කොගෙම දැනගැනීමට ඉදිරිපත් කරන්නමි.

ඔයාලා දකිනවා නේද ලංකාවේ වාහන සේල් වල අලූත් වාහන ගොඩගහලා තියනවා. ඔයාලා හිතන්නේ ඒවා අලූත් වාහන කියලද, මමත් ලංකාවේ ඉද්දී ඔහොමයි හිතාන හිටියේ නමුත් ඕවගේ ඇත්ත කතාව හරිම කටුකයි. ලංකාවට ගෙන්නන ලියාපදිංචි නොකල සේල්වල විකුණන වාහන, පුද්ගලික ආනයන කරුවන් ඔබට ගෙන්වා දෙන වාහන, ප්‍රසිද්ධ ඔක්ෂන් (Auction) වලින් ගෙන්වාදෙන වාහන කොටින්ම ඔබම ප්‍රසිද්ධ Auction එකකින් පුද්ගලිකව ආනයනය කරගත්තත් ඔබ බලාපොරොත්තු වෙන වාහනේ නම් ඔබට ලැඛෙන් නැහැ. මම එකින් එක කියාදෙන්නම්.

ඉතින් මූලිකවම සිද්ධ වෙනදේ ඔබ තේරුම් ගන්න ඇති කියලා හිතනවා. මේ වංචාවෙන් බේරෙන්න නම් කල හැකි දේ තමයි අපට වාහන ගෙන්වාදෙන නියෝජිතයාට කිව යුතුයි අදාල සමාගමෙන් මිලදීගෙන ජපානයේ ලියාපදිංචි කොට දින කිහිපයකින් ලංකාවට එවන ලෙස. එවිට ඔබට පුලූවන් අදාල සමාගම අමතා අදාල වාහනය (මිලදීගත් දිනය, විස්තර) ලබා ගන්න. මේ ක්‍රම ටිකක් අමාරුයි. මොකද ඔවුන් සමාගමෙන් ගත්තත් කෑලි ගලවලා, බාල ඒවා හයිකරලයි එවන්නේ, මොකද කාලයක් තිස්සේ මිනිස්සු මේ හොර වංචාවට අහුවෙලා තිඛෙන නිසා. මේ ක්‍රම අලූතෙන්ම හදන්න වෙනවා. මම වගකීමෙන් කියනවා ඔබට ඔය අන්තර්ජාලයේ වාහන Auction වල තිඛෙන වාහන Brandnew කිව්වත්, කවදාවත් විස්වාස කරන්නනම් එපා. ඔබට කවදාවත් Auction එකකින් Brandnew වාහනයක් ලැඛෙන්නේ නෑ. අනිවාර්යෙන්ම මගඩියක්මයි ලැඛෙන්නේ ඔය Auction Grade,auction sheet තනිකර බොරු විතරමයි. ඔබ Auction එකෙන් ගන්න වාහනේ ඇත්තම Grade එකයි මම මේ ලිපිය පුරා විස්තර කලේ, ඔබට මෙය පැහැදිලි කරගන්න අවශ්‍යනම් ගෙන්වා දෙන අයගෙන් ඉල්ලා සිටින්න, Auction දැමීමට පෙර වාහනයේ විස්තර ලබාදෙන ලෙස. ඒක අදාල සමාගමෙන් මිලදීගත් විමසිය හැකි ලිපිලේඛන, අන්න ඒවා ආනයනකරුවන්ගෙන් ඉල්ලනවාට වඩා හොදයි ඉබ්ඛෙක්ගෙන් පිහාටු ඉල්ලීම.

ඉතින් මීට වඩා පැහැදිලි කරන්න විවේකයක් නැහැ. ඔබ දැනටමත් සේල් එකකින් වාහනයක් අරගෙන ඇති පුද්ගලික ආනයනකරුවකුගේ බොරු Auction grade කතාවලට රැවටිලා ඇත. නැත්නම් ඔබම අන්තර්ජාලයේ Auction වෙබ් අඩවිවල හොද වාහන හොයනවා ඇති. ඉතින් මේ හැමෝගෙම දැනගැනීමටයි මේ කරුණු කිව්වේ. අනිත් අයත් මේ ගැටවලට අහුවෙන එක වලක්වන්න පුලූවන්නම් Facebook වගේ මාධ්‍යවල මෙය ප්‍රචාරය කරන්න. සමහරවිට කාලයක් යද්දී මේ වංචාකරුවන් ජයගන්න ලංකාවේ මිනිසුන්ට පුලූවන් වේවි. ලංකාවේ රැකියාවල් කරන, අපේම සහෝදර සහෝදරියන්ට වාහනයක් කියන දේ හැමදාම හීනයක් නොවන බව තේරුම්කරන්නට, ජපානයේ සිට ලියු පළමු ලිපිය නිමයි.

Does SL also have an auction for old used cars?

Banks & Finance companies, Insurance Companies and NGO's regulary do auctions. Most of them are handled by this one auctioneer with office down Havelock road. Banks & Finance companies sell mortgaged or seized vehicles where they're mostly trying to recover the mortgaged value, Insurance companies sell fully or partially damaged vehicles that they have taken over after accidents and NGO's and some diplomatic missions dispose of their (mainly) SUV fleets every once in a while. Most of the patrons at these auctions are (surprise!) car sales guys, who have ready cash to pay the 25% down at the fall of the hammer and the rest a couple of days later. If you have that kind of liquid assets, it might be worth your while to check out some of the local auctions - specially those with NGO fleets.

Recently one of my friend imported a Fit GP1 from an auction. As he mentioned, auction vehicle's price is less than B/N price ( that should be the case anyway).

I asked him after I read this on FB. Initially I thought this article is damn right but then I started to doubt this.

That article is mis-informative more than informative. Only shed of truth in it is the crooked car sales men but that is a known fact of life in SL.

I asked him after I read this on FB. Initially I thought this article is damn right but then I started to doubt this.

Yeah..the guy's research on pricing is non existent. The only time I have seen auction prices be more than brand new prices is when specialty/limited edition or brand new models with long waiting lists come up.

Im too in the process of getting a car via a known importer and it was manufactured in late February and sold at the auction as S grade (5km) in 10th of september. Could this be the normal time taken to the registration , De registration process or anything weird in it?

For my personal cars, registrations have taken only a few days after I got parking permission,etc. De-registration also takes only a day or two.

YOM was Feb ? But what was the year/month of first registration ? If it was registered back Feb and done only that many km it is highly unlikely it even ever left the dealership yet alone used. If it was a display car it wouldnt have been registered and sat at the dealer for a while until it actually was sold (recently). If it was a test car it would have more miles. So who knows. Maybe someone bought it to resell/export and it didnt get sold until u came along ? If it was actually graded as a S and your guy checked it out then it is highly unlikely that there is something wierd that is bad.

Good part of the story is that I can see her everyday as new owner will be my neighbourhood friend lives 50m away from my place! . Desission is mainly family oriented one and with a small kid ,need a vehicle with bit of safty gear. I already requested from my friend that ask me first whenever he is selling it in the future.

I got this date from a method using chassis number given in the one of the auction site. I checked few other cars and all gave similar late February dates. Actually I was not bothered about the manufacturing date before , but now im interested in knowing it exactly. Need to contact the importer tomorrow.

I remember similar junk post appeared in cow-milk.com about Viva Elites (when Viva Elites are introduced) and that post became so popular . That post was asking to avoid Viva Elites and finally over 14,000 units of Viva Elites flooded to Sri Lanka. The points pointed by the writer was very funny.

Accident damaged and repaired vehicles importing may very few I believe when considering the number of vehicles reach here from Japan.

But odo meter tampering is more possible as per well known yard owner(in Japan) to me.

This author has been just reached to Japan and thinking that suddenly he discovered something new. But these points are already known to many.

And if you need to own very same vehicle you selected from auction, I believe importer can request engine number and chassis number in the L/C as a special clause. So exporter has to export very same vehicle only. Even there is a possibility to describe the commodity description with relevant chassis number/engine number in Proforma Invoice and secondly include them in to the L/C. (We have used such special clauses in machinery imports.)

I agree with many of the seasoned members that this article is full of flaws. I'm not sure if the writer was ignorant or conveniently forgot or deliberately left out the robust inspection procedure that take place when a car is entered in to an auction (local seller changing the auction cert is a whole different story I’m afraid).

May I suggest adding a link to this thread in the comments section if anyone come across this article in social media websites again.

The auto industry is a major capital outflow for the economy, in terms of initial investment and subsequent cost of parts. We are a poor country and need to regulate this, if to plan for the future.

So how do you suggest we do that? Deprive the lower middle class from the luxury of owning a decent car by having high import duties and/or high cost of borrowing?

The whole notion of car imports been a burden to the economy is somewhat misleading. Over the years we've turned into an import dependent economy. If you haven't noticed car's are not the only thing we import. There should be a long term strategy to revive local industries so we won't be as dependent on imports. Surely we can do better than exporting domestic-aids and apparels.

Those in Sri Lanka will better know that, Week end news papers carry mega ads to say "BRAND NEW" cars, if the above story is true, the attorney general should initiate a legal case against those who mislead the general public.

Have you heard of the phrase "kiyanna kese kiwath asanna hondin assiya yuthui".

It is common knowledge to get the brand new status in the 'book' (registration docs) the car needs to be imported by the official dealership i.e. Prestige, A*W etc. Regardless of the YOM and number shown in the ODO any car imported by a regular (re-con ,used etc) car sale will be classified as used by the RMV.

Here's my point on auction inspection explained in detail by our resident expert iRage (quoted from a different thread).

If you are actually buying a car directly from an auction and your trusted supplier gives you access to the auction cars to pick what you want to bid on then the chances of the auction sheet being forged or mucked about with is low isn't it ? For starters you say you can trust the supplier secondly the supplier has no idea what you want to bid on and the supplier doesn't have his/her hands on the car already to muck around with it. For the most part you can pretty much trust the auction sheet on the car when it is at the auction. However, keep in mind this is based on an average inspection and service records. It is by no means an exhaustive inspection so in an older car little things like a failing alternator or a hub that starts whining when it heats up might get missed.

Apart from that if you are really concerned then tell the supplier to stick to auctions that the supplier can actually go visit (keep in mind this ight take ages for you to find a car) and have the supplier go check the car out. He can't drive the car but can start it and do a walk around. Also for the most part you get things like the service.maintenance notebook inside the car so you can have the guy check it out for any out of the ordinary repairs. But like i said...for the most part you can trust what is on the auction sheets when it is at auction.

I think as long as you maintain control of what you are bidding on you will be safe. Things go wrong when you don't have control and lose knowledge of what was bid on because then the supplier can bid on any heap of crap and then show you fake auction sheets that the supplier himself makes...so....

For starters I am no expert...just a guy with too much time on my hands when in Japan

I got this date from a method using chassis number given in the one of the auction site. I checked few other cars and all gave similar late February dates. Actually I was not bothered about the manufacturing date before , but now im interested in knowing it exactly. Need to contact the importer tomorrow.

Oh..so what you have gotten might very well be a manufacturing date...but the car could have been in some stock yard or someplace until it got sold. So the first year of registration...which is what most authorities, etc.. go by could be much later than February 2015...
