It will most probably based on the engine capacity, so a 2.4l Toyota Camry will be luxury and a VW Passat 1.4l TSI will not.

Vehicle registration charges are to be revised and there will be an increase for the luxury vehicle tax. There will be a 50% tax cut for vehicles in the tourism industry and a 50% tax reduction on tyres for buses and lorries.

Not import duty.

It is the revenue licenses not the tax. Still nothing mentioned about import tax

depreciation of the rupee might effect for duty. Because Yen rate go up because of this. Calculating import tax based on the valuation. Still not sure.
