The Formula 4's currently being raced are not for sale, as they are all owned by the Mclarens group. Drivers were previously selected from a training programme that included karting. From that pool of drivers this year's event will feature 20 cars all driven by the previously selected drivers from the past 3 years.
At present, even if you owned a car there would be no class for you to race in.

what if i tell you i do> no seriously how did you pass your theory test?
if your talking about the line's in the picture
it means the driver has to obey the closest line to him
if the driver is on the side of the straight white line. he cannot cross it for overtaking, unless you wanna cross the road to enter another road or something
the driver on the broken white line side can cross it if its safe.

No. 4G in Colombo is just a way of fooling the public by network operators. In fact, its a test system which doesn't use actual 4G frequencies. And it cannot be commercially launched because of this reason. Currently, the 4G frequencies are taken up by the TV stations. So to implement 4G commercially, TV stations will need to be moved from analog to digital. Expect it to happen in about 3-4 years down the line.
