  4. Following a University Of Moratuwa report, three bridges on the new Southern Expressway have been demolished and reconstructed to adhere to better safety standards. They have recommended the overhaul of twenty-eight more. The 126 km long expressway is expected to connect Colombo and Matara in one and a half hours, bypassing the congested coastal Galle Road. There are also plans to extend the road to Sri Lanka’s second international airport in Weerawila, Hambantota. The project is funded by the Asian Development Bank and the Japan International Cooperation Agency. It is built partly by Chinese contractors who have previously revised cost estimates up, almost doubling them for certain sections. The report presented by Project Director of Southern Expressway S. Mehandan showed that 28 of the 73 tested bridges needed to be completely overhauled and reinforced. This is a failure rate nearing 40%. In the 2010 Budget speech the government stated that they expected the road to be completed by 2012. This is a revision from the earlier completion date of 2010.

  15. Auto prices to drop further in 3 months Prices of vehicles are likely to drop further soon as competition gets intense and with the availability of a full range of newly imported vehicles hitting the local market, a senior industry official told The Bottom Line. Accordingly, the availability of the full range is likely to take at least another three months by which time the recent orders placed from various countries will be shipped to Sri Lanka. “Ever since the government announced a duty reduction, there has been a huge interest among locals to buy or replace their vehicles. As a result, the traders have also placed a large number of orders to date and we expect prices to reduce gradually as we begin receiving the shipments,” Ceylon Motor Traders’ Association Chairperson, Zeeniya Rasheed who is also the General Manager (Marketing) of Unit#d Mot#rs Lanka Plc told The Bottom Line. She said that it will only be competition that could lead to a price correction and therefore consumers could soon wait to see traders fighting for price in time to come when a large stock of vehicles hit the market. Commenting on the reduction, Diesel and Motor Engineering PLC (D*MO) Chairman and CEO, Ranjith Pandithage warned that Sri Lanka may become a dumping ground for secondhand reconditioned vehicles from countries like Japan. D*MO had in fact already announced price reductions by running advertisements. “We have placed orders for about five-six vehicles, but the rates are still exorbitant. To find a customer to buy one of our high end vehicles is really hard even with the tariff reduction,” he said. Meanwhile, Mohamed Rameez, Sales Manager at Wheels Lanka Pvt Ltd, a popular dealer in reconditioned vehicles said that they had brought down the prices of vehicles in commensurate with the tax revision. “A Japanese car such as Toyota Vitz which sold at Rs.3.1 million earlier has now been brought down to Rs.2.4 million while cars which were earlier sold for Rs.5 million now cost only Rs.4 million,” he said. According to the revision, the rationale for the reduction varies with each category of imports. For example, the new total effective tariff for a petrol motor car with an engine capacity under less than 1000cc has been brought down by 52% to 90% while the same cars between 1000cc and 1600cc has been reduced by 46% to 118%. However, there has been no change in the effective total tariffs for motor bikes.

  17. Motor cycles, three wheelers included: Tax reductions applicable to all vehicles The recent tax structure revision had been implemented to encourage local industries and make their products competitive in the market. There is also no truth in the speculation that no tax reduction had been made on three wheelers, motorcycles, vans and trucks. Refuting speculations, Finance and Planning Ministry Fiscal Policies Department Director General S. R. Attygalle, outlined the tax reduction that came into effect from the beginning of this month: Three Wheelers: Exercise Duty completely removed. Accordingly 68 percent tax levied for three wheelers have been reduced to 40 percent. The overall taxes charged on conversion unit for 3 wheelers have been reduced from 40 percent to 8.5 percent. Motor cycles: Earlier 15 percent custom duty and 15 percent surcharge was levied. Under the new structure 15 percent surcharge has been completely reduced and Custom Duty has been reduced from 15 percent to 5 percent. Lorries and trucks: Exercise Duty reduced by 15 percent. Vans: Earlier Tax amounting to 180 percent has been reduced to 121 percent. Diesel Vans: Earlier Tax of 281 percent has been reduced to 152 percent. The 15 percent surcharge imposed on import of raw materials and machinery had been removed. Cess tax on import of finished products such as biscuits, tiles, etc., has been continued to make local products competitive in the market against the cheap local quality products flooding the market. Attygalle said that the Tourist Industry needs vehicles for expansion of its activities with the heavy inflow of tourists and the new tax reduction will immensely help upgrade the fleet of outdated vehicles. 19. New number plates for Govt vehicles The Department of Motor Traffic has made preliminary arrangements to issue a different number plate to the vehicles imported by the Government institutions on the directive of President Mahinda Rajapaksa. The public can identify the Government vehicles soon as the new number plate would be in blue colour. According to Commissioner of Motor Traffic, B.D.L Dharmapriya, the Department can not issue new number series for Government vehicles as the numbering of vehicles has changed. He said there is a practical problem when new number series are issued to Government vehicles. The Department will have to change the number when Government vehicles are purchased by public from auctions. Dharmapriya added that this system will be effective only, if the number plates of existing vehicle fleet of the Government is changed. He said he has no authority to direct other Government institutions to change the number plates of their vehicles. He said that the Department can provide blue coloured number plates to existing Government vehicles provided that the Government takes a policy decision and necessary payment is made by the relevant institution. He said the Government institution that imports new vehicles should bear the cost of new number plate which is estimated to cost over Rs. 2,800.

  21. Came across this article. Formula to reduce vehicle prices A formula will be designed by vehicle sellers to price the remaining vehicles in line with the tariff reduction recently introduced by the Government. There will be a recognizable increase in vehicle imports and the real impact of the tariff reduction will be felt only after three months, automobile industry sources said. CMTA Chairperson Zeeniya Rasheed Since there are floating stocks in the market, the real impact will be felt only when brand new vehicles imported to the country which will take three to four months, Ceylon Motor Traders Association (CMTA) Chairperson Zeeniya Rasheed told Daily News Business. All imported vehicles including brand-new, reconditioned and used vehicles will be priced at the present duty rates. A formula for remaining vehicles with reduction of tariff will be designed during the end of this week. Though there has not been a formula decided yet, the remaining stocks will be sold at the reduced price focusing on future opportunities in the industry, a leading vehicle importer, said. “The demand for used vehicles in Japan auctions has drastically increased due to the heavy demand from Sri Lankan buyers. This has indicated a slight price increase in imported vehicles,” he said. After the duty reduction, a used vehicle can be purchased 30 percent lower than the earlier price. Traders kept fewer vehicle stocks due to rumours that spread even before this tax reduction. He said that they can expect an increase in the second hand and used vehicles market. When the economic situation for vehicles get favourable people will buy more vehicles in the future irrespective of whether they are used, reconditioned or brand-new. A formula has not been designed yet to calculate the reduction of prices in remaining vehicles. The real benefit of the tax reduction on registered cars in the country will trickle down to the customers only after a month’s time, D*MO Deputy General Manager Tharanga Gunawardena told Daily News Business. “We have received numerous inquiries from the day the Government decided to reduce tariff on vehicles. We can expect a drastic influx of vehicles to the country in the future showing a thousand fold increase on imported vehicles,” he said.
